Every free image to video lane is one of four shapes: free credits on full models, a free lower-res engine, free with a watermark, or "free" as a sign-up funnel. Kavel runs the second (480p, ~6s, no watermark). Pika's free card is better than the lists say — ~6 clips a month, unwatermarked, commercial use included, 480p only. Runway's 125 credits are one-time. Kling's daily free credits are a subscriber benefit. Luma's free plan is off its pricing page entirely.
Turning a still photo into a moving clip is the single most-requested AI video task — image to video — and the one where "free" claims are most often fiction. We run an AI video studio, we price these engines wholesale, we tested the free lanes we could sign into, and we read the rest off each vendor's own plan page on the date shown. This list covers what a free tier actually gets you in image to video in 2026: how many clips, at what resolution, with which strings attached.

What "free" actually means in image to video tools
Every free image to video lane in this category is one of four shapes, and knowing which one you are in saves real frustration:
- Free credits, full models — you get a starter balance that draws on the same engines paying users get. Honest, but the balance is finite.
- Free engine, unlimited-ish — a cheaper dedicated model serves the free tier at lower resolution. Honest and sustainable; the catch is output quality, not a meter.
- Free with watermark — generation is free but the output carries branding, making it unusable for anything client-facing.
- "Free" as a funnel — the button says free, the generate action says sign up and subscribe. The worst shape, and common.
The free image to video tools, tested
1. Kavel — free engine, no watermark on outputs
Our own video studio runs the second shape: anonymous visitors get a starter credit balance per browser, and the free image to video engine generates 480p clips of about six seconds from a photo, with the same flow paying users get on the premium models. No watermark on generated output. The honest limits: 480p is a prototyping resolution, and video generation requires signing in (image tools don't). Where it shines is iteration speed — testing whether your photo animates well before spending anything on a 1080p run with Kling 3.0 or Seedance 2.0.

2. Hailuo AI (official app) — daily free generations, queue-based
MiniMax's own app has historically offered limited free daily generations on current models. The trade is time: free-lane queues stretch at peak hours, and the daily allowance is small. Worth it if you generate occasionally and don't mind waiting; frustrating as a pipeline. (The next model, Hailuo 3.0/H3, is teaser-stage with no public access yet — ignore any site claiming to offer it free.)
3. Pika — the free tier most lists undersell
Pika's free Basic plan grants 80 monthly video credits. On the same page, Text-to-Video & Image-to-Video on Model 2.5 at 480p/5s costs 12 credits on the free tier — so the real allowance is about six image to video clips a month. Read 1 September 2026.
The interesting part is what else the free column contains. Verbatim from Pika's own plan card:

Free, unwatermarked, and cleared for commercial use is a combination almost nothing else on this page offers — and the roundups that file Pika under "free but watermarked" are quoting community reports rather than the plan card. The constraint is resolution: 480p only, permanently, on the free tier.
4. Grok Imagine — no longer free at all
Grok's image to video mode is fast and has a distinctive loose, energetic motion style — and since March 19, 2026 it has no free lane whatsoever. xAI moved image generation and video generation behind paid plans (X Premium at $8/month is the entry point; text chat stays free). It earns its place on this list as a warning label: a lot of "Grok Imagine free" content online predates the paywall. 5. CapCut — free inside an editor, mobile-first
CapCut folds image to video animation into its editing app. The free lane is real but constrained to preset motions and templates rather than open prompting. If your goal is a TikTok post rather than controllable generation, it is the lowest-friction option on this list.
6. Runway — 125 credits, once, and they never come back
Runway's own pricing page lists Free at $0/month with 125 one-time credits and the line "125 credits (one time)", alongside 5GB of asset storage and "a selection of generative creative models to test concepts." Read 1 September 2026.
Two things follow, and neither is on any roundup we have seen. Using Runway's own arithmetic one tier up — Standard's 625 monthly credits are described as 52 seconds of Gen-4.5 — those 125 credits are worth roughly ten seconds of video, total, forever. And the free row never says which models are included, so you cannot tell before signing up whether your image-to-video job is one of them.
A one-time grant is a trial, not a free tier. Any list that files Runway under "free image to video tools" without the words one time is describing a different product than the one you get.
7. Kling — the free credits are a subscriber perk
Kling's membership page puts "Daily Free Credits for Subscribers" inside the benefits list of the paid Standard, Pro and Premier tiers, alongside "Brand watermark removal" and "1080p/4K Video Generation." Read 1 September 2026.
That wording is the whole story: the daily free credits people quote when recommending Kling as a free image to video tool are attached to a subscription. The plan page we read lists Standard, Pro and Premier — every benefit that makes Kling sound generous is printed inside one of those three columns.
8. Luma — the free plan page is gone
Dream Machine used to be the standard answer here. On 1 September 2026 its pricing URL served Luma's platform marketing page — creative agents, team workspaces, "Contact Sales" — with no plan table and no free tier listed at all.
We are not claiming Luma has no free access anywhere; we are reporting that the page a reader would check no longer says it does. That is enough to move it off a recommendation list.

Read the last column before the others. Four of these eight rows were read from the vendor's own page on 1 September 2026; the rest carry the date we last saw them ourselves. A row without a date is a row nobody has rechecked.
Getting the most out of a free image to video lane
Feed it the right photo
Every image to video model animates best from a sharp, well-lit source with the subject fully in frame. A blurry or tightly-cropped photo caps quality before the model even starts — the fix for a stiff result is almost always a better source, not a longer prompt.
Prototype free, finish paid
The workflow that consistently wins: run cheap 480p iterations until the motion reads right, then spend once on a high-resolution pass. Ten free drafts plus one paid final costs a fraction of ten paid drafts.

What's the catch with free image to video tools?
There is always exactly one: a meter (credits), a stamp (watermark), a wait (queue), or a wall (sign-up before generate). None of these are scams; the problem is only when a tool hides which one it runs. The table above is our attempt to make that visible upfront.
Can free image to video tiers do 1080p?
Generally no — 1080p image to video is compute-expensive, and the free lanes hold at 480–720p. CapCut's 1080p export is the exception because its free lane animates with lighter template motion rather than full generation.
Do these tools work on paintings, renders, or old photos?
Yes — the models don't care whether the source is a photograph. Old family photos animate particularly well after a restoration pass; we keep a dedicated old photo restoration tool next to the video studio for exactly that pipeline.
Is there a truly unlimited free option?
No, and be suspicious of any that claims it. GPU time costs real money on every generation; "unlimited free" means either a watermark funnel or a service that will not exist next quarter.
